My first formal dance is comming up, I really love that dress, but it's a size 12. I don't know how to size, i measured my hips and their about a foot long, can I get this dress in smaller sizes but for around the same price? or a dress similar to it?

your dress size is usually the same as your pant size, bigger or smaller depending on the brand.
real designer brands tend to be smaller.
this dress is TORE UP FROM THE FLOOR UP, though. hideous crap, really.
